 V.S. Kiselev was born on February 7, 1967 in Nizhny Tagil, Sverdlovsk oblast
He graduated from the Nizhny Tagil State Pedagogical Institute in 1994, and Administration Academy of Ministry of Internal Affairs in 1998 majoring in law.
1986-1988 Service in Army
1989-2003 Service in Department of Justice of the Russian Federation in various positions.
2003-2009 1st Deputy Head of Senior Department of Penalty Execution of the RF Ministry of Justice (GUIN) in Sverdlovsk oblast (for operations)
Since 2009- Work for Uralelectromed
